Mudzo K. Nzili, Chairman

Mr. Nzili was appointed as the Board Chairman on June 5, 2018. He holds Master’s Degree in Business Administration (MBA) from Kenya Methodist University (KeMU) Nairobi Campus, Bachelor’s Degree in Travel and Tourism Management (First Class Honors) from Kenya Methodist University (KeMU) Nairobi Campus) & Diploma in Tourism and Business Studies. He has gained a wide range of leadership experience after having been the chairperson of Kenya National Union of Teachers (KNUT), Vice Chairperson NHIF, Acting Chairperson NHIF, Assistant Deputy Secretary General Kenya National Union of Teachers, Assistant Secretary General, Kenya National Union of Teachers, member of National Executive Council Coast Region (KNUT) & Executive Secretary (Kinango Branch) KNUT. He has also attended African Corporate Governance Conference in Johannesburg South Africa and Universal Health Training in Thailand.

HON. Grace J. Kiptui

Hon. Kiptui (MRS) was appointed as a member of the Board on June 5, 2018. She holds a Bachelor of Law (LLB) Degree  from the University of Nairobi and a post graduate Diploma in Law from Kenya School of Law. She has gained  a wealth of   leadership experience after serving as the immediate former County Woman Member of the National Assembly( Woman Representative) for Baringo County, Joint Secretary to the Constitution Development Fund Review Taskforce, Honorary Legal Advisor at the Kenya Girl Guide, Litigation Council at the Attoney General’s Chambers, Member of the National Task force to Review Labour Law. Mrs. Kiptui was recently appointed as an independent member to the Ministry of Labour Security Wages Council for 3 years. She has practised law at different firms and currently she is practicing in the name of Kiptui Kipkemei & Company Advocates.

Eng. Japhet K. Rutere

Eng. Rutere was re-appointed to the Board on June 5, 2018 having served in the previous Board. He is a well-known leading Chartered Civil Engineering Consultant in areas like Water, Sanitation, Irrigation, Drainage, Dams, Roads, Buildings, Retaining Structures and Contracts in the country. He has 38years of experience in private sector on professional training and practical experience in all aspects of civil engineering development and rehabilitation projects right from inception through design, implementation, commissioning, operation, maintenance to management (OMM) and training (ToT). He has executed several technical audits, assessments and evaluation of projects implementation through country programs like CRS Uganda & Rwanda, CARE- Somalia & Sudan among others. He has successfully executed consultancy assignments for WB, UN, UNOPS, IFAD, ADB, EU, CARE, DANIDA, FINNIDA among others in Kenya, Uganda, Tanzania, Malawi, Rwanda, Burundi, Somalia, South Sudan etc. In addition, he is well skilled, competent, and up to date in all Engineering design programs.

Hon. Zainab K. Chidzuga

Hon. Chidzuga was appointed to the Board on June 5, 2018. She holds a Diploma in Community Development and Social Work from Mount Kenya University and British Council, O’ Level. She is the immediate former County Woman Member of the National Assembly(Woman Representative) for Kwale County where she served as a member in different committees, She has also served as a Director at Coast Water  Service Board, Chaiperson of Kwale Health Management Board & member of Kwale Environment Committee. She has been involved in advocating for Strategic leadership and change management, Agro Forestry, Modern Farming, Youth and Women empowerment initiatives among others.

Arch. Francis M. Gichuhi

Architect Gichui was appointed to the Board on June 5, 2018. He holds a Master of Science (Msc) Degree in Construction Project Management from Birmingham City University (United Kingdom) and Bachelor of Architecture from the University of Nairobi. He is a registered corporate Architect with Board of Registration of Architects and Quality Surveyors (BORAQS) and Corporate Member of Architectural Association of Kenya (AAK). He is the founder, Managing Director and Principal Architect of Habitech Consultants with over 26 years of experience in design, procurement of construction contracts and construction supervision of all types of buildings. He briefly worked in the UK, attached to several proejcts. Currently, Arch. Gichuhi is a Project Manager and Principal Architect for the design and construction of Marsabit Plaza Nairobi for the Diocese of Marsabit, Project Manager and Principal Architect for the design and construction of Industrial Sheds for the Kenya Industrial Estates (Machakos & Sagana). He is also serving at the same capacity in the construction of Marsabit Radio Station for the Diocese of Marsabit and at Kenya Industrial Research and Development Institute Techno Centre among other projects.

Rtd. Cap Stanley O. Ntutu

Rtd Cap. Ntutu was appointed as a Member of the Board on June 5, 2018. He is a retired Kenya Airways captain with over 20 years flying experince.  He has served as the Commanding Captain on the SAAB 340 with Kenya Airways and first officer on the Boeing 737-300 flying the African Routes. Previously he was captain on the PA 34/ PA 23, Cessna 206/210/310 and Cessna 402 flying both passenger and cargo loads. He has undergone various training like Flight Safety Trainining, Dangerous Goods Training and Customer Relationship Management  Training at Kenya Airways Pride Training Centre, Airline Transport Pilot Licence at kenya Civil Avaition Authority, Commercial Pilot Licence at Qualiflight Training Inc. USA and Private Pilot Licence at Equator Flying School.

Wambui Nyutu

Wambui was appointed as a Board Member on June 5, 2018. She holds a Bachelor of Law degree from the University of Nairobi. She is a change agent and has participated in various foras geared towards youth and women empowerment. She has served as a volunteer at Ahadi Kenya Trust, Legal Affairs Director at the Kenya Universities Female Students Association and currently legal officer at Phtuma Agencies.

Charles Kairu – Representative of The National Treasury

Mr. Charles Kairu was appointed to the Board on October 14, 2015 as representative of the National Treasury. He is a holder of a Master Degree in Development Economics from Williams College, USA and a Bachelor’s Degree in Economics from the University of Nairobi. He has over 30 years’ experience in the Public Service and is currently serving as Senior Assistant Director in the Public Debt Management Office at the National Treasury.

Christine K. Ileli, Alternate, The Attorney General

Christine K. Ileli was appointed as a Board Member on January 9, 2017. She holds a Master’s Degree in Law (LLM) from the University of Nairobi, Bachelor Degree in Law (LL.B.), a postgraduate diploma in law, Kenya School of Law. She is an advocate of the High Court of Kenya and has over 9 years experience in the public service and is currently serving as a principal state counsel in the Government Transactions Division at the State Law Office.

Stephen Ikua, Representative of The Parent Ministry, Agriculture and Irrigation.

Mr. Ikua was appointed to the Board on July 20, 2017. He is the Irrigation Secretary, Ministry of Agriculture, Livestock, Fisheries and Irrigation and represents the Principal Secretary, State Department of Irrigation in the Board. He holds a Master in Business Administration Degree, Strategic Studies from Moi University and a Bachelors of Arts Degree from University of Nairobi and.  He has also attended a number of local and overseas courses. He has served the Public Service in various capacities from a District Office, District Commissioner, and County Commissioner.  His experience in Public Service spans 30 years.

David Bosuben, Alternate, Director of Water.

Mr. Bosuben was appointed to the Board on June 28, 2018. He holds a Master of Science degree in Water Management from UNESCO-IHE, the Netherlands, Post Graduate Diploma in Shared Water Resources from Cairo University, Arab Republic of Egypt and Bachelor of Science degree in Geology, University of Nairobi. He is currently the Deputy Director of Transboundary Water Resources at the Ministry of Water and Sanitation, based at the Ministry Headquarters, Nairobi. He is a Member of National Steering Committee responsible for operationalizing the New Water Act 2016 and finalising the Water Policy 2018. He has also previously served as a member of the Intergovernmental Reforms Committee, member of a task Force and Hydrology expert to Lake Victoria Basin Commission; Head of surface water, Uasin Gishu District and Water Officer, Marakwet District.

Gitonga Mugambi, General Manager / CEO

Mr. Mugambi was appointed the General Manager of National Irrigation Board on acting capacity, on May 13, 2016.  He was confirmed to the position August 1, 2017. He holds an MBA in Strategic Management from Kenya Methodist University (KeMU) and a Bachelor of Science degree in Agronomy from the University of Nairobi. He is a well accomplished agronomist with experience of over 25 years in Planning and Strategy, Resource Mobilization, Formulation of irrigation development programs such as Economic Stimulus Program. His experience is valuable in policy formulation, implementation and management of National Irrigation Board.
