Gitonga Mugambi, General Manager / CEO

Mr. Gitonga Mugambi was appointed the General Manager of National Irrigation Board on acting capacity, on 13th May 2016. He was appointed the General Manager of National Irrigation Board on 1st August 2017.
He holds an MBA in Strategic Management from Kenya Methodist University and a Bachelor of Science degree in Agronomy from University of Nairobi.
Mr Gitonga Mugambi is a well accomplished agronomist with experience of over 25 years in Planning and Strategy, Resource Mobilization, Formulation of irrigation development programmes such as Economic Stimulus Programme. His experience is valuable in policy formulation, implementation and management of National Irrigation Board.

ENG. Raphael Ogendo, Deputy General Manager, Irrigation and Infrastructure Development Services

Eng. Raphael Ogendo was appointed the Deputy General Manager (Engineering Services) on 13th August 2015. He is a holder of B.Sc. Agricultural Engineering from Egerton University and currently pursuing a M.Sc. in Agricultural and Rural Development in Kenya Methodist University (KeMU). He also holds a diploma in Agricultural Engineering (Farm power and machinery) from Egerton University.
Eng. Ogendo is a well accomplished Engineer having gathered experience of over 30 years in Engineering. Prior to his appointment as Deputy General Manager of National Irrigation Board, He was a long serving Provincial Irrigation Engineer in the former Rift Valley Province and briefly served as the Chief Engineer (Construction) in the Board's Western Kenya Region.
Due to his wide diverse experience in the Irrigation and Drainage sector, he brings in a wealth of experience to the Board. He is a registered Engineer with Engineer's Registration Board as well as Corporate Member of the Institute of Engineers of Kenya.

Daniel Masatia Atula, Deputy General Manager, Operations and Irrigation Management Services

Mr. Daniel Masatia Atula was appointed the post of Deputy General Manager Operations of National Irrigation Board on acting capacity, on 1st July 2016. He holds Bachelor of Science degree in Agriculture from University of Nairobi and is currently pursuing his MBA in Strategic Management.
Mr Atula is a well accomplished agronomist and manager with experience of over 25 years in scheme, projects and research operations, planning and Strategy formulation and implementation, Resource Mobilization, Formulation and execution of irrigation programmes ranging from development to operations.
His experience and expertise is valuable in policy formulation and to the provision of irrigation services.

Charles K. Koske DSM, Deputy General Manager, Corporate Services

Charles K. Koske was appointed the Deputy General Manager of National Irrigation Board on 17th July 2008. He is a holder of M.Sc. Soil and Water Engineering from The Cranfield Institute of Technology in Bedfordshire, UK and a B.Sc. Agricultural Engineering from University of Nairobi as well as.
Koske is a well accomplished Engineer having gathered experience of over 30 years’. Prior to his appointment as Deputy General Manager of National Irrigation Board, Koske was the Director for Drainage and Irrigation. He was the CEO of National Water and Pipeline Corporation from 1997 to 1998 and the CEO of Ewaso Nyiro South Development Authority from 1999 to and 2002. He held various senior positions in the water sector which offered him exposure to numerous assignments.
Due to his wide diverse experience in the Water Sector, he brings in a wealth of experience to the Board.

ENG. Vincent Kabuti, Deputy General Manager, Research Planning and Strategy

Eng. Vincent Kabuti was appointed the Deputy General Manager (Research, Planning and Strategy) on 1st February 2018, He holds a Msc. Water Science and Engineering, Hydraulic Engineering, Land and Water Development with distinction from Unesco-IHE, Delft, Netherlands and Bsc Civil Engineering, Jomo Kenyatta University of Agriculture and Technology, Kenya.
He has 12 years’ experience in strategy formulation, strategic planning and budgeting. He also has experience in performance contracting and monitoring and evaluation of irrigation schemes performance and implementing of QMS system in ISO environment irrigation projects identification, scoping, evaluation, irrigation planning and design, project management and construction supervision, implementing participatory irrigation management, operation and maintenance scheduling and implementation, farmers training and community mobilization.

ENG. George Odedeh, Manager Special Programs

Eng. George O. Odedeh was appointed Manager special projects on 28th February 2018. He is a holder of a MBA in strategic management and a BCE in Civil Engineering both from the University of Nairobi

He has 27 years’ work experience as a civil engineer. He has also initiated the construction of over 30 large-scale irrigation and dam projects across the country. In addition he is also a writer for the Kenya Engineer Journal having contributed over five published articles on the subject of irrigation engineering and water resources management.

He has been instrumental in formulating transformative concept papers for projects and service delivery approaches for the Board including for Revitalization of schemes (2000), Participatory Irrigation Management (2003), Mwea Irrigation Development Project (2008) and Galana Food Security Project (2013). He has also served for 10 years as a board member for TARDA. He is responsible for planning and designing of Special Irrigation Programmes, implementation of special irrigation programmes, contract management & reporting on special irrigation programmes, management of financial resources and budgets related to special irrigation programmes, leadership and people Management.

Ms. Victoria Aloo, Head of Human Resource and Administration

Ms. Victoria Aloo is the Ag. Chief Officer- HR & Administration. She joined the Board in January 2009. Prior to joining the Board, she worked in the private sector both in Manufacturing and Hospitality industries as a Human Resources practitioner before joining the Public sector.
She is a holder of Bachelor of Arts in Social Development from Agra University – India and a Master of Science in HR Management from Jomo Kenyatta University of Agriculture and Technology. She has over 18 years’ wealth of experience in Human capital management, performance management, reward management and Employee relations. She is a Full member of the Institute of Human Resource Management (IHRM) .

Dennis Banda Aroka, Corporation Secretary

Dennis Banda Aroka is the Corporation Secretary of National Irrigation Board. Prior to joining the Board in 2012, he had practised as a consultant Company Secretary and held other similar positions for over 20 years.
He holds an Executive MBA from Moi University. He also holds LLB (Hons) from Catholic University Of East Africa. He is a fellow member of the Institute of Certified Public Secretaries of Kenya and a council member of the same institute.

Nancy Wambugu, Head of ICT

Nancy M Wambugu is currently the Head of ICT Services at National Irrigation Board. She has over 13 years of experience in ICT Infrastructure operations, Information Security and Innovations both in private and public sectors.
She is a holder of BSC, Information Technology, and currently undertaking MSC Information Security at Strathmore University. She also holds a Diploma in Computer Studies, CCNP, A+ and N+ Certifications. Her immersive contribution in ICT Service delivery in the Public Service seen her awarded a Certificate of Excellence in Public Sector Innovation, 2011 Edition, by the Head of Public Sector in Kenya. She has greatly contributed to the transformation of National Irrigation Board in digitization and automation processes.

Kisaka Sakari, Head of Finance

Kisaka Sakari was appointed the Head of Finance on 13th May 2016. He holds a Bachelor of Commerce degree, Masters in Business Administration and CPA II.
He has experience of over 26 years’ experience in Finance and Project Management.

Rose Mwende Sammy, Head of Internal Audit

Mwende is the Principal Internal Auditor Heading Internal Audit function of National Irrigation Board (NIB), a position she has served for thirteen years. Previously she had worked in the accounts department as an accountant rising from the position of Accountant II to Senior Accountant. Cumulatively, she has a work experience of 28 years with the National Irrigation Board.
She possesses a Master degree in Industrial Economics and a Bachelor degree in Commerce. Further, she has trained in Project Management, Environmental Impact Assessment (EIA) and numerous courses by the Institute of Internal Auditors (IIA). Currently undertaking Certified Internal Auditor (CIA) course.
She administratively reports to the General Manager and functionally to the Audit Committee of the Board.

Boaz Okoth, Head of Procurement

Boaz Okoth is the Head of Procurement Function. He has 13 years hands-on experience, competency and skills in undertaking all phases of a procurement cycle from procurement planning and implementation, development of specifications, terms of reference, schedule of requirements and bills of quantities, preparation of bidding documents and evaluation criteria, publishing of invitation to bid, prequalification of bidders, bid evaluation and preparation of bid evaluation reports, presentation of bid evaluation reports to approving authorities, preparation of contract documents, contract management and monitoring, resolution of contractual disputes, management of contract amendments and variations.
He had earlier worked in research and construction sectors. He has an academic background in civil engineering thus having an enhanced capability in understanding of the works, goods and services being procured by organizations. He holds a first class honors degree in Bachelor of Science (Civil Engineering) (University of Nairobi), Masters of Business Administration (MBA) degree (University of Nairobi) and Masters of Arts degree in Project Planning and Management (University of Nairobi), Nairobi, Kenya. Professionally, he holds professional diploma, advanced diploma and diploma qualifications in Procurement and Supply from Chartered Institute of Procurement & Supply (CIPS), United Kingdom and a diploma qualification, Procurement and Supplies Management from the Kenya Institute of Management (KIM), Nairobi, Kenya. He is currently finalizing the Certified Procurement and Supply Professional of Kenya (CPSP-K) programme, (KASNEB), Nairobi, Kenya.

Danile M. Nzonzo, Head of Corporate Communication

Daniel M. Nzonzo re-joined the Board as the Head of Corporate Communication on March 19, 2018. He was previously the Public Relations and Communication Officer at Brand Kenya Board and Communication Officer at the National Irrigation Board.
He is a Communication and Public Relations expert with more than six (6) years’ experience in public service corporate communication. He has been involved in development and execution of Public Relations and Communication strategies, Campaigns, Media Management and monitoring, Events planning and execution among others.
Mr. Nzonzo holds a Master of Arts degree in Communication specializing in Public Relations and a Bachelor of Arts degree with a double major in Communication, Political science and Public Administration both from the University of Nairobi. He is a full member of the Public Relations Society of Kenya.
